Privacy Policy
We at the Municipality of Rishon LeZion (hereinafter also: "the Municipality") recognize the importance of protecting the privacy of all residents and applicants. The purpose of this policy is to clarify the principles, purposes and manner in which the Municipality collects personal information in its digital assets and uses it as part of its ongoing operations.
The Rishon LeZion Municipality operates in accordance with the Privacy Protection Law, 5741-1981. We respect the privacy of residents, users, and anyone who transmits information to the municipality, and strive to provide an accessible, efficient, and personalized user experience.
The Rishon LeZion Municipality is committed to protecting the privacy of all who contact it. This policy describes the municipality's conduct in all matters related to the protection of personal information on the digital channels it provides.
Before using the Municipality's digital assets, it is mandatory to read the Privacy Policy carefully. Use of the site constitutes express and informed consent to all of its terms. If you do not agree to the Privacy Policy, you must not use the Municipality's digital assets.
"The municipality's digital assets" – including the municipality's websites, applications, digital service systems, personal area, residents' club, and online communication platforms.
"The Law" – the Privacy Protection Law, 5741-1981, with all its regulations.
"Information" – any information that will be provided or collected when using the Municipality's digital assets, including personal information, including name, email address, payment method, telephone number and identity number, etc., any information that is considered personal/sensitive information in accordance with the provisions of any law.
"Anonymous Information" – any statistical/aggregated information that is collected/processed, which does not identify or allow the user to be personally identified.
1. User consent
Your choice to use the Municipality's digital assets constitutes your informed consent to all of the following:
The personal information provided by you in the Municipality's digital assets was provided with your consent and free will, and you are aware that there is no legal obligation to provide the personal information in the Municipality's digital assets and/or to perform any action in the Municipality's digital assets. It should be noted that without providing required details, it may not be possible to perform an action or use the Municipality's digital assets, such as making an identified inquiry or request and/or registering and/or making payments.
The personal information provided by you will be stored in the municipality's database(s), and will be used for the purposes specified in this privacy policy, all through the municipality and/or through third parties on its behalf.
The municipality will be entitled to use the personal information I provided, as it is contained and/or will be recorded in the future in each of the municipal databases managed by it, for the purpose of managing the relationship with me and providing all municipal services, including in the areas of education, welfare, collection, enforcement, culture and any other additional municipal service offered/provided by the municipality from time to time. It is clarified that the municipality will not have any responsibility in connection with the receipt, storage and/or use of incorrect and/or outdated information provided to it by you.
It is clarified that to the extent that you provide personal information of any third party, you must obtain all the necessary consents from that third party in accordance with the provisions of any law.
2. Purpose of the policy

3. Information collection
When using the Municipality's digital assets, personal information may be collected and stored that is provided directly by the user or collected and stored automatically. The type of information collected and stored may vary, depending on the reason and/or purpose for which the Municipality's digital assets are used:

Identification and communication details (such as: full name, ID number, address, telephone number, e-mail).

Operational and service information (such as: requests, online inquiries, payments, registrations for municipal services).

Technical information, such as: IP address, browser type, website usage data, .Cookie files

Particularly sensitive information (such as health data, children's data, financial information) - will be collected and processed only to the extent necessary for the provision of municipal services and in accordance with the law.
It is clarified that without derogating from the other provisions set forth in this privacy policy, personal information provided by the user for the purpose of making payments on the site will be transferred directly to the payment and clearing provider.
It should be noted that some of the payment method data may also be stored by the municipality for the purpose of tracking and control documentation, but this is in a way that does not allow for additional billing, unless express consent has been received.
4. Purposes of using information
The municipality will use the information for the purpose of:

Providing municipal services and operating the municipality's information systems.

Managing service relationships with residents, including responding to inquiries and notification of status of handling an inquiry/request.

Identifying the applicant and verifying details when making payments or online transactions.

Fulfillment of the municipality's legal and public obligations.

Improving the quality of services, analyzing usage data and planning urban policy.

Sending updates and newsletters, subject to the user's consent and in accordance with all laws.

Fraud prevention, information security and protection of municipal assets and users.
5. Providing information to third parties
The municipality will not transfer personal information or allow access to information systems that include personal information to third parties except in the following cases:

According to a legal obligation or to the extent required for the protection of the municipality or pursuant to a judicial order or directive of a competent authority.

For the purpose of providing municipal services through subcontractors acting on behalf of the municipality, subject to their commitment to maintain information security.

With the user's consent.

Transfer of anonymous information that does not allow for personal identification.
The municipality will ensure that any party to whom personal information is provided is bound by a duty of confidentiality and by taking appropriate information security measures, in accordance with the provisions of any law.
Without derogating from the above, it is clarified that the provision of a user's personal information to third parties will be limited solely to the purposes listed in this policy and updated from time to time, and only to the extent required for this purpose at the discretion of the municipality.
6. Data retention and security
The municipality takes required information security measures, in accordance with the Privacy Protection (Information Security) Regulations, 2017, and operates advanced, physical, technological and organizational information security measures in order to protect personal information from unauthorized access, use, modification or unlawful deletion. These measures include, among others: the use of secure data transfer protocols, firewalls, and various tools for identifying and protecting against attacks.
Access to information is limited to municipal employees and authorized parties only, who need it to provide services. All of these parties are bound by confidentiality agreements and mandatory information security procedures, and violation of obligations may result in disciplinary and even criminal proceedings.
The municipality attaches great importance to protecting the privacy of residents, operates in accordance with the Privacy Protection Law, its regulations and accepted market standards and updates them from time to time and as needed. However, it cannot guarantee complete protection against security risks. Therefore, users are advised to provide personal information only to the extent necessary, to maintain the confidentiality of personal access details (username and password), and to take accepted protective measures on their devices such as: using strong passwords, antivirus software and a firewall.
7. Rights of data subjects
The Municipality processes personal information only for the purposes for which it was collected and in accordance with this Policy. The Municipality takes reasonable steps to ensure that the information is processed only to the extent necessary, and that it is accurate, complete and up-to-date.
Every person whose personal information is stored in the Rishon LeZion Municipality databases is entitled to:

to review the personal information held about him/her;

Request its correction if it is found to be incorrect, incomplete or out of date;

Request its deletion, unless the municipality is required to retain it for a legitimate purpose, such as fulfilling legal obligations or defending against claims, subject to the provisions of any law.

The municipality may request identification information from the applicant in order to verify his identity and the requested information, and reject requests that are repetitive, unreasonable, or that endanger the privacy of others.
The municipality collects and processes personal information only for the purposes for which it was provided and in accordance with the law, this policy.
8. Information retention
The user's choice to use the municipality's digital assets constitutes consent to the privacy policy, and in particular to the provision of personal information with consent and free will. The user is aware that there is no legal obligation to provide personal information, but without providing the required details it may not be possible to perform certain actions, such as an identified inquiry, registration or payment.
The municipality will retain the personal information collected about applicants for the entire period that the applicant is a resident of the city, and thereafter, as long as this is required to fulfill its public function, protect and safeguard its legal rights, comply with regulatory requirements, prevent fraud or scams, and enforce the provisions of this privacy policy, subject to all laws.
As a general rule, personal information will be retained in the municipality's databases for the period necessary to provide a response and relevant service to the applicant, and as long as the municipality has a real need or legal obligation to retain it, all in accordance with the provisions of any law.
Anonymous information that does not allow for personal identification may be retained in the municipality's information systems indefinitely, provided that this is done subject to the provisions of any law.
9. Cookies and similar technologies
The Municipality's digital assets use Cookies and other tracking technologies to improve the user experience, tailor services, conduct statistical analysis and secure information. In order to limit the collection of information through Cookies on your device, you can change your browser settings to reject them or to send an update about the implementation of new Cookies in the browser. This action is not effective for essential Cookies. When removing or deleting Cookies, using a different computer or updating the browser version, it is necessary to update your preferences again. As stated above, the user can change the browser settings to block or delete Cookies, however, some services may not be available.
10. Privacy Commissioner
